ليس بخافٍ أن للدول مقومات تتحدد على أساسها سياساتها تجاه الدول الأخرى، سواء أكانت دول كبرى أم صغرى، متقدمة أو متخلفة، ولأنه كذلك دأب الدكتور "محمد أحمد عقله المومني" إلى البحث عن قوة الدولة ومستقبلها من وجهة نظر الجغرافيا السياسية بالنسبة للدول العربية وخاصة بعد هجمات (11 أيلول/ سبتمبر 2001) وهو يعبر عن ذلك في مقدمة كتابه "إستراتيجيات سياسة القوة" بقوله: " ... لا شك أن الغلبة العسكرية للدول الكبرى على الدول الصغرى حقيقة واقعة إلا أن كسب الحرب اللاشرعية ليس من السهل تحقيقه على المدى البعيد، فالولايات المتحدة ... تملك ترسانة متنوعة وعملاقة من الأسلحة العسكرية لم تستطع الإنتصار في حربها على الدول السغيرة مثل فيتنام وأفغانستان والعراق. إن الدولة من وجهة نظر الجغرافيا السياسية ظاهرة جغرافية منفردة، وإن الجغرافي السياسي يقدم إضافاته الخاصة عن طريق التحليل الإحصائي للأرقام الهائلة، والتحليل الجيوسياسي لعناصر البيئة الطبيعية والبشرية. بما يمكن من تهيئة المعلومات الخاصة لمتخذي القرار السياسي والإقتصادي ..."
