الناظر في التراث الإسلامي والمتأمل في تعاليمه يجد أن الطاعة المطلقة لم تعط إلا لجهاتٍ ثلاث، إلى الله، وإلى رسوله، وأولي الأمر، وذلك في آيات متفرقة إلا انها جمعت في قوله "يا أيها الذين آمنوا اطيعوا الله وأطيعوا الرسول وأولي الأمر منكم".
يعتبر مؤلف الكتاب أن المسلمون اليوم لم يختلفوا في تشخيص الله ولا رسوله، وإنما الخلاف كل الخلاف كان في تشخيص أولي الأمر (...) وأن القرآن صريح في أنه علينا أن نرجع إلى الله وإلى الرسول في حل التنازع لا سيما في الأمور الدينية... والسؤال الذي يتبادر إلى الأذهان هو: هل ورد على لسان الرسول ما يعيننا على تشخيص وتعيين أولي الأمر الذين عطفت طاعتهم على طاعته، فباتت امتداداً لطاعته وطاعة الله؟
وللجواب على ذلك يدعونا المؤلف للتأمل والتدبر في الأحاديث الواردة من الفريقين في (محاولة لحسم النزاع القائم بين المسلمين في مسألة تعيين الخلفاء)، أما الالية التي يتبعها المؤلف فهي: استخراج الشرائط من الحديث: ومنها ثلاث شرائط تعيننا على تشخيض هوية هؤلاء الخلفاء وتعيينهم وهي تحسب المؤلف- الشرط الأول: أنهم خلفاء لرسول الله وأن عددهم محصور بإثنا عشر، والشرط الثاني: ان الإسلام يكون بهم عزيراً، والشرط الثالث: أن الأمة تجتمع عليهم.
وبناءً على ما تقدم يوضح المؤلف الشروط ويشرحها بالإستناد إلى روايات علماء المسلمين ومنهم ابن تيمية ومسلم وأبو داود والذين قال عنهم سيدنا محمد (صلى الله عليه وسلم): "كلهم تجتمع عليه الأمة".
