يحتوي هذا المجلد والذي يشتمل على خمسة كتيبات على دليل شامل يتناول بإسهاب جذور الفقر لدى البشر ويضع تحت المجهر القيود الاجتماعية وعدم الاستقرار السياسي اللذان يوديان بالدول النامية الواحدة تلو الأخرى في متاهات عميقة خطرة تهدد السلام والاستقرار العالميين. في الجزء الأول والمعنون "بجذور الفقر" تم استقصاء الجذور التاريخية والجغرافية للفقر في البلدان النامية.
واعتنى الجزء الثاني والمعنون "بالسقم يلتهم الأرض" بمشكلات الزراعة وما يتصل بالأراضي الزراعة. أما الجزء الثالث والمعنون "بالجحيم مدينة" فاعتنى بإلقاء نظرة على مدن العالم الثالث المتفجرة واقتصادياتها. وبحث في أسباب وأبعاد هجرة فقراء الريف إلى المدن بحثاً عن العمل والدخل الأعلى. وحمل الجزء الرابع عنوان "الضائعون" وعالج موضوع الموارد البشرية للعالم الثالث، محاولاً تتبع الآليات التي ينحصر من خلالها الفقراء داخل دائرة فقهم. أما الجزء الخامس "سياق القوة" فبحث في السياستين القومية والدولية في سياقهما الأرحب، واستعرض مشكلات الاقتصاد الدولي الأساسية من حيث تأثيرها على البلدان الفقيرة.
