في الخطاب الذي ألقاه الرئيس الأمريكي جورج بوش الأب، أمام الجمعية العامة للأمم المتحدة بتاريخ 1990/10/1 قال أنه ينظر إلى عالم عام 2000 على أنه: "عالم حدود مفتوحة، عالم تجارة مفتوحة، وأهم من كل شيء عالم عقول مفتوحة"، وأعرب عن أمله في أن يرى عالماً يقتدي بأوروبا في وحدتها، عالماً موحداً حراً.
ثم في الخطاب الذي ألقاه من مكتبه في البيت الأبيض بتاريخ 1991/1/17، مع بداية هجوم الحلفاء الجوي على العراق، تحدث عن الفرصة التي أتيحت لصنع نظام عالمي جديد.
ثم، عقب إنتهاء تلك الحرب، قال في خطابه أمام الكونغرس الأمريكي بتاريخ 1991/3/7، الآن نستطيع أن نرى عالماً جديداً أخذاً في التبلور، عالماً يمتاز بإحتمال حقيقي جداً لتحقيق نظام عالمي جديد... عالماً تتأهب فيه الأمم المتحدة، بعد أن تحررت من جمود الحرب الباردة، لتحقيق الرؤيا التاريخية لمؤسسيها... لقد وضعت حرب الخليج هذا العالم أمام إمتحان جديد، وُيا إخواني الأمريكيين لقد نجحنا في ذلك الإمتحان...
لقد ذهبت الظنون في تفسير عبارات جورج بوش مذاهب شتى، لكن البهائيين، وقد استخدموا تعبير "النظام العالمي الجديد" في بياناتهم منذ عام 1931، كانت لهم رؤية مختلفة عن كل ما قيل في تفسير تلك العبارة، وقد شرح البهائيون، بالتفصيل، ما يقصدونه من عبارتهم هذه، فبمضاهاة ما قالوه مع ما قاله جورج بوش، تبدو حقيقة ما يقصده بوش جلية واضحة، "إنها الحكومة العالمية"... وهذا هو ما يكشفه هذا الكتاب.
وإذ تصعب معرفة حقيقة النظام العالمي الجديد الذي بشّر به الرئيس الأمريكي بوش، والذي بشرت به البهائية من قبل، بدون الإلمام بهذه الأديان جميعاً، كما يصعب فهم الكثير من جوانب هذه الأديان بدون التوغل قليلاً في التاريخ، فقد كانت مقدمة هذا الكتاب المطولة التي تعطي لمحة عامة عن هذه الأديان وتبسط الظروف التاريخية لظهورها، قبل الإنتقال إلى بحث البهائية على وجه الخصوص.
لقد استشهد هذا الكتاب بكمية كبيرة من النصوص المنقولة بحرفيتها مما أدى إلى تضخم حجمه، فالقضية من الجسامة بحيث يصعب على الكثيرين تصديقها بغير دليل، ومن هنا كان الحرص على تقديم هذا الدليل من أقوال ذوي الشأن وكتاباتهم ووقائع تحركهم.
