محامي أشتهر بدفاعه عن المعتقلين الإسلاميين أمام محاكم أمن الدولة العيا والعسكرية والمدنية، وهو عضواً في هيئة الدفاع عن قضايا الحركات الإسلامية وكاتباً في مجلة المحاماة التي تصدرها رابطة المحامين الإسلاميين وعضواً في لجنة الشريعة الإسلامية في نقابة المحامين بمصر وفي مجلة نداء الإسلام بأستراليا، وفي مجلة المنهاج بلندن ورئيس تحرير مجلتي الفرقان والبنيان المرصوص - سابقاً - وهو رئيس مجلس إدارة الجمعية الشرعية بالقناطر الخيرية بمصر (من عام 1987 إلى عام 1990 ) ومدير مركز المقريزي للدراسات التاريخية وما زال.
كما أنه اختير مستشاراً تاريخياً لمركز الدراسات الإسلامية بأستراليا، وهو كاتب متخصص في السيرة النبوية والتاريخ الإسلامي وحاصل على درجة ماجستير فلسفة في الفقه الجنائي المقارن بالقوانين الوضعية ثم على درجة دكتوراة فلسفة في الفقه الجنائي المقارن بالقوانين الوضعية حاصل على إجازة في قراءة القرآن الكريم برواية حفص عن عاصم من طريق الشاطبية بطرق ثلاث مسندة إلى رسول الله بالإضافة إلى العديد من الشهادات العلمية في علوم شتى كالحاسوب والترجمة واللغة الإنكليزية، اعتقل السباعي في قضية تنظيم الجهاد عام 1402 هـ 1981 كما اعتقل عدة مرات وظل يعمل في مهنة المحاماة والنشاط الدعوي حتى خرج من مصر ويقيم الآن في بريطانيا .
