إن أهمية الرأي العام تدعم القيم الانسانية التي يحملها العقد الاجتماعي حيث يصبح مقياساً لشرعية أداء السلطة السياسية التي تدير المجتمع وتحافظ على حقوق أفراده. لأن تغييب الرأي العام يلغي الرقابة على السلطة ويوفر لها المجال لتستبد وتتعسف وتتحول الى ملك عضوض أو دكتاتورية لا يمكن أن يحصل منها الانسان إلا على القهر والظلم ومصادرة حقوقه. فالرأي العام حاكم على سلوك السلطة السياسية، وقد تتبعت هذا المفهوم تاريخياً وتتبعت أهميته في حياة الأمم المتحضرة فوجدت أنه ساهم مساهمة أكيدة في تطبيق القوانين والتزام النظام السياسي بهذه القوانين. وقد عول الإمام علي بن أبي طالب (عليه السلام) كثيراً على موقف الرأي العام وأولاه أهمية واهتماماً تطبيقاً لهذه السلطة السياسية في خدمة أفراد مجتمعها وتكريساً لدور الأمة في الرقابة على حاكمها.
إن محاولتي لطرح هذه الموضوع لمحيطنا العربي والإسلامي ما هي إلا تذكير بالحقيقة الانسانية التي نريد أن نجدها ناصعة في حياة الإنسان الذي عانى، ولا يزال، من ممارسات جعلت منه مخلوقاً بائساً وأداة سهلة في طريق الاستبداد وخنق الحريات، القائمة على أساس العظمة الفردية بعيداً عن هموم المجتمع وبنائه وإرساء قواعد العدل والمساواة.
