تركز هذه الدراسة على مراجعة وتحليل وتقييم الدراسات العلمية السابقة (المنشورة في الدوريات والرسائل والمراجع الحديثة) في موضوع التقدم في تكنولوجيا المعلومات وما ترتب عليه من آثار على الخصائص النوعية والكمية للموارد البشرية, وذلك بهدف: "تحديد الفجوة المعرفية في تلك الدراسات العلمية, ثم اقتراح البحوث والدراسات المستقبلية التي من الممكن أن تساهم في سد هذه الفجوة المعرفية".
وقد اعتمدت الباحثة على منهج البحث المكتبي, القائم على مراجعة وتحليل وتقييم الأعمال المنشورة ذات الصلة بالموضوع, وذلك من أجل تحديد هدفه. وقد تم انتقاء الأعمال المشمولة في الدراسة وفق ثلاثة اعتبارات: هي الحداثة, الأصالة, الإتاحة. وتبعًا لذلك, فقد تم تقسيم أجزاء البحث على النحو التالي: أهمية وتطور تكنولوجيا المعلومات, أثر التقدم في تكنولوجيا المعلومات على الخصائص النوعية للموارد البشرية, أثر التقدم في تكنولوجيا المعلومات على الخصائص الكمية للموارد البشرية, الفجوة المعرفية, البحوث المستقبلية.
