إن ميدان التربية الخاصة من الميادين الهامة التي تحظى بأهمية بالغة من الدول المتقدمة والدول النامية على السواء وقد اهتمت المواثيق العالمية والدولية بالمعاق ونصب على حقوق المعاق من البقاء والنمو والحماية ونصت كذلك على حقه في الحياة الكريمة وتوفير كافة أشكال الرعاية للطفل المعاق.
وقد اتخذ هذا الإهتمام مراحل متعاقبة انتقلت بها التربية الخاصة من نموذج المدارس المنفصلة "مدارس التربية الخاصة" إلى نماذج الدمج بسياستها المختلفة من الدمج الجزئي المتمثل في بناء الفصول للتربية الخاصة داخل المدارس العامة أو في إنشاء جسور إتصال بين مدارس التربية الخاصة المنفصلة والمدارس العادية إلى أن ظهرت فلسفة الدمج الكلي تحت مسمى التكامل.
وإن دمج الأطفال المعاقين من مرحلة ما قبل المدرسة من الموضوعات الهامة في ميدان التربية الخاصة في الوقت الحاضر حيث إن الإهتمام الشديد الذي تولد نتيجة للجهود المستمرة والمضنية في مجال الخدمات المقدمة للمعاق نتج عن تغير النظرة التقليدية لعملية التعلم والتي كانت تتم في مدارس خاصة بالمعاقين بما لا يسمح للمعاق بالتفاعل والتعامل مع مجتمع العاديين مما دفع المهتمين بشؤون تعليم وتأهيل المعاق إلى إعادة النظر في الأسلوب المتبع ومن هنا انبعثت فكرة دمج أو توحيد المجرى التعليمي أو تكامل التعليم بالنسبة للمعاق مع الأطفال العاديين، ويعد النظام الإندماجي في تربية وتعليم ذوي الإحتياجات الخاصة أكثر إتساقاً مع هذه الحقوق من النظام العربي.
