تعالج النصوص المنشورة في هذا الكتاب ، سبل بناء إقتصاد منتج في لبنان ، وتعرّف دور الدولة المطلوب في عملية البناء هذه ، وطبيعة الإنفتاح الإقتصادي اللبناني الذي ينبغي اعتماده . وهي توفر مقاربة متكاملة للبديل الذي يحتاج لبنان إليه في ميدان السياسة الإقتصادية ، مسترشدة في ذلك بالكتابات النظرية والدراسات حول نموذج شمال شرق آسيا ( كوريا الجنوبية ، تايوان ، اليابان ) للتنمية الإقتصادية ، الذي يطلق عليه تعارفاً اسم نموذج الدولة التنموية .
يتضمن الكتاب خمسة فصول وخمس مقالات . يتناول الفصل الأول تعريف الدولة التنموية : ويقيم الثاني مقابلة بين نموذج الإدارة العامة في لبنان خلال فترة ما بعد الحرب ، وبين نموذج الإدارة العامة في شمال شرق آسيا ؛ ويظهر الفصل الثالث كيف تتولى الدولة والإدارة العامة الآسيوية تحقيق القدرة التنافسية للإنتاج الوطني ؛ ويعرض الفصل الرابع تجربة لبنان المعاصرة في ميدان سعر صرف العملة ، بما فيها مرحلتا الإنهيار النقدي خلال الثمانينات ، والتثبيت الذي تحقق منذ النصف الأول من حقبة التسعينات ، وتعريفاً لسعر الصرف الذي تقتضيه متطلبات بناء إقتصاد منتج ؛ ويتناول الفصل الخامس أزمة القوى العاملة اللبنانية بعد الحرب بسبب توقف النمو ، وماهية سياسة العمالة المطلوبة . وتستند المقالات المنشورة في الكتاب إلى المفاهيم التي وردت في الفصول السابقة ، لتقديم ما يصلح أن يكون مسودّة برنامج حكومي يحقق هدف بناء إقتصاد صناعي متقدم في لبنان .
