ماهر ياسين فحل الهيتي هو أبرز علماء الحديث الحاليين في العراق، يتولى الآن مشيخة دار الحديث العراقية.
ولد في 12 كانون الثاني 1971 الموافق 15 ذي القعدة 1390 للهجرة.
تخرج من وكلية العلوم الاسلامية في جامعة بغداد عام 1994 وقبل في الدراسات العليا في الجامعة الإسلامية عام 1996 ونال شهادة الماجستير في الفقه المقارن عن رسالته الموسومة "أثر علل الحديث في اختلاف الفقهاء" في عام 1999، ثم التحق بمرحلة الدكتوراه في العام ذاته وحصل على على شهادة الدكتوراه عام 2002 عن رسالته الموسومة "اختلاف الأسانيد والمتون في اختلاف الفقهاء".

علم الحديث النبوي الشريف هو من أشرف العلوم الشرعية، بل هو أشرفها على الإطلاق بعد العلم بكتاب الله تعالى الذي هو أصل الدين ومنبع الطريق المستقيم، لذا نجد المحدثين قد أفنوا أعمارهم في تتبع طرق الحديث ونقدها ودراستها، حتى بالغوا أيما مبالغة في التفتيش والنقد والتمحيص عن اختلاف الروايات وطرقها وعللها فأمسى علم معرفة علل الحديث رأس هذا العلم وميدانه الذي تظهر فيه مهارات المحدثين، ومقدراتهم على النقد.
ثم إن لعلم الحديث ارتباطاً وثيقاً بالفقه الإسلامي، إذ إنا نجد جزراً كبيراً من الفقه هو في الأصل ثمرة للحديث، فعلى هذا فإن الحديث أحد المراجع الرئيسية للفقه الإسلامي. ومعلوم أنه قد حصلت اختلافات كثيرة في الحديث. وهذه الاختلافات منها ما هو في السند، ومنها ما هو في المتن، ومنها ما هو مشترك بين المتن والسند.
وقد كان لهذه الاختلافات دور كبير في اختلاف الفقهاء، من هنا أصبح لدى الباحث الدكتور "ماهر ياسين فحل" دافع كبير إلى جمع هذه الاختلافات وتصنيفها وبتويبها وترتيبها مع التنظير العلمي لكل نوع من الأنواع التي حصلت فيها الاختلافات، ثم يذكر خلاصة الحكم في تلك المسألة الحديثة بعد سوق أقوال العلماء. ثم بعد ذلك يذكر ما ترتب على هذه الاختلافات من تباين في وجهات نظر الفقهاء وآرائهم نتيجة هذا الاختلاف الحديثي. من هنا جاء الربط بين علم الحديث وعلم الفقه، وأكد هذا الربط بأن ذكر بتفصيل مناسب نموذجاً أو أكثر يبين فيه أثر هذا الاختلاف في اختلاف الفقهاء.
