توالت الصحف العراقية بالصدور منذ عام 1869 وهو تاريخ صدور أول صحيفة عراقية (الزوراء)، حتى بلغ مجموع الصحف الصادرة في العراق مع بداية ثلاثينيات القرن العشرين المئات من الجرائد والمجلات والنشرات توزعت على الموصل وكركوك والبصرة والنجف وبغداد التي كان لها النصيب الأكبر والأهم من هذه الصحف.
لذا جاءت هذه الموسوعة لتؤرخ للصحافة البغدادية للفترة من عام 1869 حتى عام 1968 لأهمية صحف تلك الفترة وتأثيرها على الأحداث الحاصلة في حينها وكون الصحف أصبحت بعد عام 1968 تطبع وتنشر على مستوى القطر واختفت الصحف الخاصة والحزبية وصحف المدن.
حاولت في هذه الموسوعة جمع الصحف التي صدرت في بغداد وأهم الشخصيات التي عملت في هذا المجال واعتمدت في تقسيم الفصول الستة التي يحتويها الكتاب على حقب زمنية معينة بينما صنفت الصحف حسب إهتماماتها سواء سياسية أو أدبية أو منوعة عامة أو علمية أو دينية، إعتماداً على الإمتياز الذي منح للصحيفة في بعض الأحيان وفي أحيان أخرى إعتماداً على إهتماماتها الحقيقية.
