ثم يحدث أن ينقسم العالم إلى شمال غني وجنوب فقير يحقد ثانيها على أولهما ولا يترك له متنفساً يهرب منه إذ لا يتوقف عن الزحف عليه والإغارة عليه أحياناً أخرى ثم أصبح المجتمع المدني العالمي هو الذي يرفع صوته مطالباً بالعدل والحق في مواجهة القوى العالمية المستغلة على الصعيد العالمي دفاعاً عن الضعفاء والمحرومين وفاقدي القوة وفي هذا الكتاب يحاول المؤلف استكشاف حالة المجتمع المدني من خلال التراث النظري على الصعيد العالمي لاستخلاص القضايا أو الفرضيات التي تيسر قراءة واقع المجتمع المدني في مجتمعنا.
