كما أنه من الصعب معرفة نجاعة أو فاعلية البرامج التدريبية لذوي الإحتياجات الخاصة ومعرفة نجاح وفاعلية طرق وإستراتيجيات التدريس المستخدمة في تدريس هذه الفئة من الأطفال إلا إذا قمنا بعملية التقويم التي ستكشف لنا عن هذه القضايا المهمة.
إن عملية القياس والتقييم والتقويم يقوم بها أفراد متمرسين ومدربين على القيام بها لأن القيام بهذه العملية من دون توافر التدريب والخبرة الملائمة يعرض كل ما يتم تقييمه وتقويمه إلى الخطر وخصوصاً الأطفال ذوي الإحتياجات الخاصة، فالقرارات التي يتخذها المقيم بناء على نتائج هذه العملية هي قرارات مصيرية.
وقد قسم هذا الكتاب إلى ستة أقسام وهي على الشكل التالي: أولاً: "إختبارات التقييم والتشخيص في مجال الموهبة والتفوق العقلي والإبداع"، "مقاييس إضطراب التوحد"، ثالثاً: "أدوات التقييم والتشخيص في مجال (النطق والكلام)"، رابعاً: "تقييم وتشخيص الطلبة ذوي صعوبات التعلم"، خامساً: "مقاييس تشخيص فرط الحركة وتشتت الإنتباه والإندفاعية"، سادساً: "ملخص عن بعض الإختبارات والبرامج التدريبية المستخدمة في مجال التربية الخاصة".
