يختصر هذا الكتاب كلّ فلسفة الفرنسي "بول فيريليو" المتمحورة حول "ظاهرة السرعة" الكاتب الذي اشتهر أمره في الأوساط الفكرية والفلسفية منذ أكثر من أربعة عقود يكونه فيلسوف السرعة، ولكن فيريليو كما يبدو في هذا الكتاب، جاء إلى "فلسفة السرعة" من باب الهندسة المعمارية والتخطيط العمراني، أي من باب الإهتمام بالمجال وبالفضاء الحضريين، ولهذا يركز الكاتب على نتائج وسائل النقل والإتصال على الدول والمجتمعات الحديثة.
والكتاب "السُّرعة والسِّياسة": صعب بشهادة الفرنسيين أنفسهم، وتتأتى صعوبته من جهات عدة، فعند تصنيفه يجد - القارئ للكتاب - إنه خليط من البحث الأكاديمي والنزعة الروائية والتأملات الفلسفية والتأريخ الإجتماعي، لذلك أضاف المترجم د. "محمد الرحموني" لهذه الطبعة الكثير من التوضيحات والتفسيرات في الهوامش وتبريره لذلك "أن المؤلف بصدد كتابة أفكار وتأملات فلسفية جديدة، وكل جديد بحاجة إلى توضيح وتبسّط في الكتابة".
هكذا يبدو فيربليو مختلفاً عن أقرانه في الكتابة، لهذا فهو يستدعي قارئاً نوعياً؛ في القراءة والتحليل ومن ثم التركيب للنص لفهمه وإدراكه على طريقة فيلسوف السرعة الذي يحاجج في كل شيء.
يرى السلطة هي الحركة، ويرى أن جهد الدولة الحديثة يسعى إلى إيجاد آليات وتطويرها للسيطرة على الفضاء وحركة الجمهور وتنقل الأشخاص والبضائع والأفكار، ولأجل ذلك تجتهد هذه الدولة - الحديثة - في وضع الحواجز بدءاً بإشارات المرور وإنتهاء بالسجون والجمارك والرقابة.
وبناءً على ما تقدم تم تقسيم محتويات الكتاب إلى أربعة أقسام رئيسية هي: القسم الأول: الثورة الدرموقراطية أو سلطة السرعة، القسم الثاني: التطوّر الدرمولوجي أو تطور علم السرعة، القسم الثالث: مجتمع السرعة، القسم الرابع: حالة الطوارئ.
