ليس خافياً أنّ أبرز قضايا العصر وأعقدها الآن هي مشكلة تلوث البيئة ومواجهتها، والتي تحتل الصدارة على النطاقين، الدولي والوطني، وهي ليست جديدة أو طارئه بالنسبة للأرض، وإنّما الجديد فيها هو زيادة شدّة التلوّث كمّاً وكيفاً في عصرنا الحاضر.
ونظراً لخطورة التلوّث البيئي وما يترتب عليه من آثار على مستقبل الإنسانية، يجب علينا أن نعي أبعادها جيداً عندما نتعامل مع البيئة، لكي نحافظ على إستمرارية بقاء مكوناتها وعناصرها كما هي لتؤدي دورها في خدمة البشرية دون مشكلات لا طاقة لنا بها، ونتفادى إنتقام البيئة التي لا ترحم إذا ما أساء الإنسان إستخدامها بالإسراف والفساد والتخريب.
ومن أجل حماية البيئة، فقد قامت الدول والمنظمات المتخصصة بدق ناقوس الخطر عندما أخذ الصراع يحتدم بين نزعة الإنسان إلى التقدّم التكنولوجي من ناحية، ونزعته في نفس الوقت إلى تنمية بيئية وحمايتها من ناحية أخرى.
فقد شكّلت المنظمات الدولية المتخصّصة الآلية والإطار التنظيمي الملائم لتوحيد الجهود الدولية والتنسيق بينها من خلال الجهود والأعمال التي تبنتها وتتبناها من إتفاقيات مؤتمرات الدولية في سبيل حماية البيئة الإنسانية، كما لعبت دوراً في هذا المجال من خلال قيامها بأنشطة متعدّدة تهدف إلى تحقيق الغاية من هذا الغرض، كونها تمتلك وسائل متعدّدة لأجل الوصول إلى التعاون الدولي الفعّال في مجال حماية البيئة.
لذا، يتمثّل دور هذه المنظمات في جانبين: هما: الأول هو الجانب القاعدي: الذي يتجسّد في تبنّي العديد من الأعمال القانونيّة، كالتوصيات والقرارات واللوائح والإتفاقيات اتي تتعلق بحماية البيئة وعناصرها، أما الجانب الثاني فهو الجانب الهيكلي: والذي يتمثّل في إنشاء بعض الأجهزة والهيئات المكلّفة بالعمل، لتحقيق الحماية الفعّالة للبيئة.
بناءً على هذه الجهود التي تقوم بها المنظمات الدولية المتخصّصة، جاءت الدراسة محاولة تفحّص جهود وإنجازات هذه المنظمات، ودراسة أبرز المعوّقات التي تعترض عملها، مع التركيز على الجوانب القانونية التي تحكم عملها وأبرز إنجازاتها وجهودها.
