تناول الفصل الأول دراسة العلاقات الروسية العثمانية (1762-1827م)، ودرس سياسة القيصرة كاترين الثانية (1762-1796م) وتمّ التطرّق إلى أطماع روسيا التوسعية في الدولة العثمانية والمكاسب التي حصلت عليها من جراء حروبها، وتتبّع الفصل الثاني العلاقات الروسية العثمانية (1828-1832م)، فقد شهدت هذه المرحلة الحرب الروسية العثمانية (1828- 1829م)، وجاءت هذه الحرب على خلفية معركة نافارينو، إذ رفضت الدولة العثمانية الوساطة الأوربية، بشأن المسألة اليونانية، ودرس الفصل الثالث التغيّر الاستراتيجي في العلاقات الروسية العثمانية في عام 1833م، فقد شهد هذا العام صلح كوتاهية الذي انتهى بموجبه الخلاف الدائر بين السلطان العثماني، وتابعه محمّد علي باشا على بلاد الشام وأدنة، ووقفت روسيا مع الدولة العثمانية، وساندتها ضد محمّد علي باشا بعد أن أهملت بريطانيا طلب السلطان العثماني الوقوف إلى جانبه ضد الأخير، ونتيجة لاستجابة القيصر الروسي نيقولا الأول عقدت معاهدة تحالف دفاعي بين الطرفين، وركّز الفصل الرابع على موقف الدول الأوربية من حكم محمّد علي باشا لبلاد الشام 1834-1841م، فقد كانت الدول مختلفة في مواقفها، إذ خشيت بريطانيا على مصالحها، وكانت تخطّط لطرد محمّد علي من بلاد الشام. أما روسيا، فقد رأت أن استمرار تدخّلها في شؤون الدولة العثمانية يعتمد على بقاء محمّد علي باشا في بلاد الشام، فقد استغلت بريطانيا معركة نصيبين 1839م بين السلطان العثماني ومحمد علي باشا، وتحالفت مع الدول الأوربية، ومنها روسيا، وأجبرت القوات المصرية على الانسحاب بموجب معاهدة لندن 1840-1841م.
