لقد جاءت هذه الدراسة، دراسة تقييمه للوضع الحالي الذي يعيشه القطاع المالي والمصرفي في الجزائر، أكثر مما تكون دراسة إستشرافية لما بعد إنضمام الجزائر إلى منظمة التجارة العالمية؛ إذ كان الهدف الأساسي منها هو الوصول إلى ما إذا كانت الجزائر مستعدة لإدراج خدماتها المالية والمصرفية في جدول إلتزاماتها عند إنضمامها إلى منظمة التجارة العالمية، محاولين من خلال ذلك تحقيق جملة من الأهداف الفرعية التالية: "تتبع التطورات الحاصلة في مسار إنضمام الجزائر إلى منظمة التجارة العالمية"، "التعرف على أهم الإتجاهات المالية والمصرفية الحديثة في العالم، ومدى مواكبة الجزائر لها"، "تقييم القدرة التنافسية للخدمات المالية والمصرفية في الجزائر، ومقارنتها بمختلف الدول"، "دراسة وضعية تنافسية البنوك العمومية في السوق المحلي".
بعد القيام بالدراسة والتحليل تمَّ التوصل إلى أن الجزائر غير مستعدة لتحرير تجارة خدماتها المالية والمصرفية لحين دعم قدراتها التنافسية، ويُوصى بإسراع خطى الإندماج في النظام التجاري العالمي - لأنه أمر لا مفر منه - وتسريع وتيرة الإصلاحات ودعم القدرات التنافسية للخدمات المالية والمصرفية.
وهنا تبرز أهمية وعي المجتمع سواء العاملين في القطاع لأهمية تطوير هذه المؤسسات والأسواق، أو حتى الأعوان الإقتصاديين الآخرين من مدخرين ومستثمرين، كما يُوصى بوضع نموذج تنموي جزائري، غني عن التبعية والتقليد وتنفيذ الإملاءات الخارجية.
