تدرك دول مجلس التعاون لدول الخليج العربية الحاجة الملحة إلى إحداث زيادة جوهرية في معدلات إنتاج الطاقة الكهربائية خلال العقود القادمة دعماً لعملية التنمية المتسارعة. ويعتبر سكان هذه الدول اليوم الأعلى استهلاكاً للطاقة عالمياً على صعيد الفرد الواحد، ليس بسبب الظروف المناخية القاسية فحسب، بل ونتيجة للاستخدام المفرط للكهرباء وغياب الفاعلية عن وسائط نقلها وتوزيعها وأنماط استهلاكها.
ويضع مركز الإمارات للدراسات والبحوث الاستراتيجية هذه التحديات في تقديره، ولذا عقد مؤتمره السنوي الثالث عشر للطاقة في أبو ظبي خلال الفترة 19-21 تشرين الثاني/نوفمبر 2007 تحت عنوان "المصادر المستقبلية للطاقة في الخليج العربي: هيدروكربونية أم نووية أم متجددة؟". وقد دعا للمشاركة في هذا المؤتمر عدداً من صناع السياسة والخبراء المتخصصين والأكاديميين، لمناقشة الأفكار والرؤى حول الهيكل المستقبلي لقطاع الطاقة في منطقة الخليج.
ويشكل هذا الكتاب توليفة ثرية لوجهات النظر الثاقبة والقيمة هذه، من حيث تقييم اتجاهات الطلب على الطاقة في منطقة الخليج والتوقعات المواكبة لها على مدة العقود القادمة، وتدارس الحاجة إلى تقوية سبل الحفاظ على موارد الطاقة والكهرباء، والأساليب التي يمكن بها الحد من الارتفاع المتوقع في الطلب. وهو يتفحص أيضاً الدور المحتمل لمصادر الطاقة المتجددة في دفع عجلة مشاريع توليد الكهرباء ونقلها إلى الأمام، ويعرض تقييماً لمدى ملائمة الطاقة النووية كمصدر بديل لإنتاج الكهرباء خلال العقود القادمة.
