لقي كتاب الله من علماء المسلمين اهتماماً كبيراً فانكبوا عليه دراسة وتدريساً ومدارسةً، وألفوا فيه ما يندّ عن الحصر، بل جعلوا علم التفسير علوماً وصل بها السيوطي إلى أكثر من مئة علم، واختلفت التفاسير باختلاف مشارب العلماء واهتماماتهم، فمن كان نحوياً كابي حيّان غلَّب هذا الجانب على تفسيره, ومن كان محدثاً كالطبري وجدنا تفسيره موسوعة حديثية، وهكذا قل عن البيان في تفسير الزمخشري وعلم الكلام في تفسير الرازي.
ومن جملة أنواع كتب التفسير التي غلبت عليها الوجهة العملية، تلك التي اهتمت بالفقه وعُرفت بتفسير آيات الأحكام، إذ يهتم الفقيه-المفسّر بالآيات التي تُستنبط منها الأحكام الشرعية مستعيناً بعُدّةٍ من علوم القرآن كمعرفة "الناسخ والمنسوخ"، وأسباب النزول، وإلمام واسع بالأحاديث النبوية. ولعلّ الشائبة الوحيدة التي تعتري هذا النوع من التفاسير، هي انتصار المفسر لمذهبه وإبطال مذهب المخالف. ولكن هذا الأمر لا ينتقص من قيمة إسهامات جيدة نافعة في هذا الباب ككتاب "أحكام القرآن" للجصّاص الرازي الحنفي (ـ 370هـ) أما في العصر الحديث فقد ظهرت بعض تفاسير آيات الأحكام اشتهر منها كتاب الشيخ محمد علي السايس، وكتاب الشيخ محمد علي الصابوني.
و"تفسير آيات الأحكام" للشيخ محمد علي السايس الذي بين أيدينا هو مجموعة مذكّرات أملاها أساتذة التفسير في الأزهر على طلابهم، جمعها إضافة إلى السايس: الشيخ عبد اللطيف السبكي أحد أعضاء هيئة كبار العلماء، والشيخ محمد إبراهيم كرسون وكيل الشريعة، ونسقوها. وإذا غلب اسم الشيخ السايس وحده على الكتاب فلأن آخر طبعاته وأشهرها-أغفلت ذكر الشيخين الآخرين. والكتاب حسن التبويب سهل العبارة جيد التقرير، لا يشتمّ من محرّريه تغليب مذهب على آخر بل هم أبناء الدليل يميلون حيث يميل.
ولأهمية هذا الكتاب وليستفيد منه الطلاب والباحثون والقراء على السواء، عني "محمد فاضلي" بإخراج هذه الطبعة محققة أما عمله في التحقيق فيتجلى بـ: أولاً: شرح الكلمات المبهمة وهي كثيرة. ثانياً: التعريف بأعلام الكتاب الشعرية من دواوين قائليها أو من مصادرها. ثالثا: إخراج أحاديث الكتاب وهي كثيرة. رابعاً: تميز الآيات عن النص بكتابتها بالرسم العثماني تفادياً للخطأ. خامساً: تخريج شواهد الكتاب الشعرية من دواوين قائليها أو من مصادرها، واستخراج بحورها.
