من المؤكد ان جريمة الإرهاب الدولي قد عرفت تطوراً كبيراً سواء من حيث طرق إقترافها، أو من حيث المواقع أو الأشخاص المستهدفين، مما أدى إلى إصابة العالم أجمع بالرعب من تلك الجريمة.
ويعود السبب في إزدياد أهمية موضوع الإرهاب، إلى أن هذا المصطلح أصبح يستخدم كوصف لوضع سياسي معين، حيث تصف به الحكومات أعمال معارضيها، ويصف به هؤلاء الممارسات التي تقوم بها حكوماتهم ضدهم؛ بل إنه امتد ليشمل العلاقات الدولية، حيث تعتبر كل دولة أعمال الطرف الآخر في نزاع معين من قبيل الأعمال الأرهابية، وأبعد من ذلك أننا نجد أن هذا المصطلح قد أصبح يستعمل لوصف أعمال الكفاح التي تخوضها حركات التحرير الوطني ضد الإستعمار، أضف إلى ذلك الغموض الذي يعتري مصطلح الإرهاب، بحيث لا يوجد تعريف جامع مانع لهذا المصطلح على الإطلاق.
ونظراً لذلك، نجد أن العديد من الدول قد أبرمت إتفاقيات فيما بينها للقضاء على هذه الآفة - الإرهاب - سواء في نطاق إتفاقيات ثنائية أو جماعية، أو على مستوى قرارات تصدر عن الجمعية العامة للأمم المتحدة أو مجلس الأمن ذاته؛ حيث إنَّ مكافحة الإرهاب أصبحت هي الشغل الشاغل لعالم اليوم.
وبما أن قواعد القانون الدولي هي الحاكمة للعلاقات الدولية بوصفها أداة لتقارب الشعوب، وحفظ السلم والأمن الدوليين، نجد أن مكافحة الإرهاب أصبحت تتم تحت اسم الشرعية الدولية؛ فباسم الشرعية الدولية أصبح يكافَح الإرهاب، وتتدخل الدول في شؤون الدول الأخرى، وينتهك مبدأ حظر اللجوء إلى القوة... إلخ.
ولأهمية هذا الموضوع تتطرق المؤلف إلى معظم التعريفات التي قدمت لمصطلح الإرهاب، حتى يتسنى معرفة المقصود بالشرعية الدولية، وكذلك معرفة مصادرها، ثم تطرق المؤلف إلى معظم الإتفاقيات الدولية التي وضعت في سبيل مواجهة الإرهاب الدولي، وكذلك إلى دراسة مدى شرعية قرارات مجلس الأمن، وإمكانية وضع رقابة عليها، وصولاً إلى أحداث الحادي عشر من سبتمبر وتداعياتها على المستوى الدولي.
