الشائعة يتهمها الناس على وجه العموم أنها كلام مفسد وهي بالتالي كلام يكتنفه الخطر إنها إعلام يسري لا يراقبه أحد وينتشر معه القلق والذعر أو الكره في بعض الأوضاع الاجتماعية. وقد يزعم أحدهم أن الشائعة لا تثير شيئاً على الإطلاق وأن مفعولها الوحيد يكمن في أن تكشف ما هو موجود وأننا نحملها خطيئات ليست خطيئاتها. فالشائعة ليست هي التي تحل الجيوش وتخلق التيارات المعادية للجماعات الأخرى وتحدد الثورات. والشائعة بوصفها عرضاً لا فاعلاً هي الدخان الذي يوحي بوجود النار لا عود الثقاب الذي يشعل الحريق. ولكن النار لا تكمن حيث يعتقد بعض الناس. إنها ليست في المنطوقات التي تنتشر ولا في القبول الأعمى لها ولا السلوك الذي يلي هذا القبول.
إن الشائعة ليست شذوذاً مرضياً أو استثناء مؤقتاً أزمة أو تمزقاً. وتقتضي دراستها العلمية أن ترد إلى النسيج الاجتماعي بوصفها شكلاً من أشكال التواصل وصيغة تعبير من صيغ الفكر الإجتماعي. وتلك هي الفكرة المحورية لهذا الكتاب في علم النفس الاجتماعي.
