تؤدي مراكز الفكر في كثير من الأنظمة «الديمقراطية» دوراً مهماً في صنع السياسات العامة، أو في توجيهها على الأقل، من خلال ما توفره من دراسات وبدائل للسياسات بصيغ مختلفة توجَّه إلى صنّاع القرار للتأثير في خياراتهم. وتقوم هذه المراكز بعدة أدوار، كتقديم المشورة والنصح، وتقييم برامج الحكومة، وتأدية دور الميسر لتبادل الأفكار والآراء، فضلاً عن كونها مصدراً للموارد البشرية التي تتولّى مواقع قيادية في الدوائر الحكومية.
وفي هذا السياق تعد إسرائيل واحدة من الدول التي تولي اهتماماً كبيراً بتلك المراكز، التي تقدم المشورة إلى صنّاع القرار، حول قضايا الأمن القومي الإسرائيلي وقضايا الأمن والتسوية والوضع الديمغرافي لإسرائيل ودول الجوار، وغيرها من القضايا الاستراتيجية التي تهم إسرائيل.
تتناول هذه الدراسة الدور الذي تؤديه مراكز الفكر الإسرائيلية داخل النظام السياسي الإسرائيلي، ومدى قربها من صانع القرار هناك، ومدى تأثيرها في السياسة العامة لإسرائيل. وتركز الدراسة على حالة معهد السياسة والاستراتيجية، وهو أحد مراكز الفكر المستقلة الذي تربطه علاقات متشعّبة بدوائر صنع السياسة العامة في إسرائيل وخارجها، وهي علاقات تظهر بوضوح من خلال أعمال «مؤتمر هرتسيليا للأمن القومي» الذي يعقده المعهد سنوياً.
