بدأت التجارب البرلمانية في العالم تنحو أكثر في الآونة الاخيرة إلى إعتماد نموذج المجلس النيابي المزدوج، أو نظام المجلسين أو الغرفتين، ويأتي هذا الخيار إستجابة لمزيد من التمثيل السياسي والإجتماعي في مجتمعات متنوعة ثقافياً وإجتماعياً وسياسياً.
يتناول هذا الكتاب تجربة نظام الغرفتين في الجزائر، ويركز أساساً على مجلس الأمة الجزائري الذي انبثق عن ذلك النظام كغرفة تشريعية ثانية - إلى جانب المجلس الشعبي الوطني - أقرها التعديل الدستوري عام 1996.
ويفسّر الكتاب إقرار نظام الغرفتين في الجزائر بوظيفته التمثيلية أساساً، في دولة موحدة فتية تحظى بثقافة ديمقراطية حديثة في ظل مجتمع معقّد يمتاز بمجموعات متعددة ذات طبيعة قبلية بالأساس، وبطبقة سياسية غير متجانسة، وفي ظل هذا الوضع، تتكفل الثنائية البرلمانية في أخذ خصوصيات المجتمع الجزائري في الحسبان.
يتناول الكتاب وظائف مجلس الأمة وصلاحياته وفاعليته، ودوره في تأمين الإستقرار المؤسسي والتوازن بين السلطات، وفي تعزيز تعددية التمثيل التي تعبّر عن التنوع الثقافي والإجتماعي والسياسي في الجزائر، ويساهم بالتالي في تحقيق الإستقرار السياسي.
