يبحث هذا الكتاب المواءمة بين اعتبارات الأمن القومي ومتطلبات الديمقراطية بدراسة الحالة الأمريكية تاريخياً، وبالتركيز على أحداث 11 سبتمبر 2001 وتأثيرها في زيادة دور الدولة وتغليب الخيار الأمني. ويؤكد المؤلف أن آليات الرقابة والتوازن بين السلطات وتداول السلطة الموجودة في النظم الديمقراطية تساعد على العودة السريعة إلى مبادئ الحكم الديمقراطي بمجرد انتهاء الأزمة التي يتعرض لها الأمن القومي.
من ناحية ثانية، يذهب الكتاب للقول بأن ثمة أهمية لاختبار العلاقة بين الديمقراطية والسلام الدولي من خلال دراسة دور القانون الدولي ومهام الأمم المتحدة في السلام الدولي ضمن مراحله الثلاث؛ حفظ السلام وصنع السلام وبناء السلام وتطويره. ويؤكد أنه في سياق التجربة الأمريكية، أدت حقيقة تركز السلطة في نطاق الأمن القومي في الفرع التنفيذي للحكومة إلى إثارة انتقادات واسعة داخل الولايات المتحدة حول ضعف القابلية للمساءلة في القرارات ذات الصلة بالأمن القومي.
