إن الماء كثروة طبيعية يعد أحد أهم عناصر القوة لأية أمة؛ بل هو أهم الموارد الطبيعية على الإطلاق، حيث يرتبط ارتباطاً مباشراً بحياة الإنسان يومياً، شرباً وغذاءً وصناعة، وخلال القرن الواحد والعشرين، الذي يطل علينا، وهو أيضاً عصر مشاكل الطاقة والغذاء بسبب اطراد التطور وزيادة السكان فإن الأمن المائي سيكون عنصراً أساسياً في تحديد مسار الأمن السياسي لكثير من الدول، وخاصة في منطقة الشرق الأوسط، وذلك للحاجة الماسة له في الشرب، والرين وصناعة الغذاء، ومحطات توليد الطاقة التحويلية والكيميائية التي تحتاج إلى كميات كبيرة من المياه، كذلك فإن تطوير نظم تكنولوجية جديدة للحصول على وقود من الفحم والخشب والصخر الزيتي، يحتاج إلى كميات هائلة من الماء، وهو الأمر الذي دفع البعض إلى القول بأن الأزمات المقبلة-سياسياً وعسكرياً-في منطقة الشرق الأوسط ستكون بسبب الماء، وأن المنطقة مقبلة على مرحلة صراعات وحروب بشأن الحياة، وخاصة مع دول الجوار الإقليمي للوطن العربي التي تملك منابع النهار الكبرى، أو التي تتحكم في مسارها، ويأتي الكتاب في هذا الإطار إذ يكشف فيه المؤلف أسرار الخلافات القائمة حول المياه ودور اللعبة السياسية في الشرق الأوسط.
