إن جانب الفن في العملية الإدارية لا يقل في الأهمية عن جانب المعرفة بالنظريات الإدارية، لا يقل في الأهمية عن جانب المعرفة بالنظريات الإدارية، ولهذا يمكن إعتبار أن الإدارة تضم في مفهومها الحقيقي جانب العلم وجانب الفن، فعن طريق "الأبحاث والدراسات والتطبيقات يمكن إثراء جانب العلم بمزيد من المبادئ والأساليب التي يمكن أن تطبق في مواقف مشابهة، وبما أن الإدارة تتعامل مع العنصر البشري في بيئة تتفاعل فيها العديد من المتغيرات التي من الصعب التحكم فيها، يبقى للتقدير والحكم الشخصي أهمية فالسلوك الإنساني مهم جداً في مثل هذه الحالات.
وتعتبر أعمال البناء والإنشاءات من الأعمال الهامة التي لا يمكن لأي مجتمع الإستغناء عنها، ويمكن إعتبار هذه الأعمال صناعة من الصناعات الأساسية التي تدعم الإقتصاد الوطني.
إن صناعة الإنشاءات هي صناعة رئيسية، تؤثر على كافة أشكال الحياة اليومية، فهي تلعب دوراً فعالاً في تأمين مصانع الإنتاج، والمطارات وطرق نقل المواطنين والبضائع، وإحدى الوسائل للوصول إلى مصادر المواد الخام والطاقة، كما أنها تبني مدناً كاملة تحتوي على مساكن ومستشفيات ومدارس ومراكز ثقافية وطرقات وجسور يستعملها كل أفراد المجتمع.
