تسعى الدول والحكومات التي تتبنّى الديموقراطية كنمط للحكم، إلى التّعرّف على رغبات الجمهور وكسب ثقته وتأييده، لأنّه هو من يساهم في دعم تنفيذ السياسات التي ترسم، كما يساهم في بقائها أو زوالها؛ وإذا كانت مصالح الناس وحاجاتهم تتعدد وتتباين، وتزداد العلاقات الاعتمادية بين المنظمات، فإن تأثير قوة الرأي العام أصبحت مسألة جوهرية تشغل بال الفقهاء والباحثين في القانون الدستوري، من خلال الحاجة الملحة في البحث العلمي لفهم عناصر الـتّأثير في الرأي العام وتأثيره في الأطراف ذات العلاقة معه سيّيما النظام السياسي، مما أضحى كسب تأييده وتعاونه هدفاً أساسياً لكل نظام سياسي، لذلك يتخذ هذا الأخير تلك العوامل جزءاً مهماً لرسم مخطط السلطات الدستورية المكونة له، بإدراك أن الرأي العام يلعب دوراً مهماً في المجالات السياسية.
و النظام السياسي هو انعكاس لنظام الحزب السائد الذي يؤثر في طبيعة العلاقات بين السلطات والذي يختلف في ظل الأحادية الحزبية عنه في ظل التعددية الحزبية.
و قد تبنى النظام السياسي الجزائري في ظل الأحادية الحزبية حزب جبهة التحرير الوطني كحزب طلائعي وحيد، ما ولد هيمنة للسلطة التنفيذية على باقي السلطات نتيجة للموروث الاقتصادي والسياسي والاجتماعي الذي خلفه الاستعمار، الأمر الذي يدعونا إلى صعوبة تصور دور الرأي العام وأثره على السلطات الدستورية في الدولة في تلك المرحلة. والذي لا يعدو أن يكون له دور في القضاء على مخلفات الاستعمار. هذا الأمر الذي استوجب منا تركيز الدراسة على النظام السياسي الجزائري في ظل التعددية الحزبية، مع الإشارة إلى الدساتير التي تبنت الأحادية الحزبية كلما اقتضت الضرورة لذلك.
و للإحاطة بالموضوع، توزع الكتاب على ثلاثة فصول جاءت وفق ما يلي:
-الفصل الأول: ماهية الرأي العام.
-الفصل الثاني: العوامل المكونة للرأي العام والمؤثرة في وضمانات وجوده.
-الفصل الثالث: أثر الرأي العام على أداء السلطات الدستورية.
