هذا الكتاب: هو خلاصة ما كتبه السفير الأميركي في الأستانة من سنة (1913- 1916) عن إختباراته السياسية فيها واصفاً اساليب السياسة القديمة التي اتبعها زعماء تركيا القديمة في الحكم، وإدارة شؤون الإمبراطورية الواسعة مستشهداً عن ذلك بحوادث ونوادر وقعت له مع أولي الشأن، متناولاً كل ما رآه بعينه النقادة من الخلل من سير الأمور غير مُحاب ولا مُتحزب... مركزاً على طبيعة العلاقة مع الألمان إذ جعل من تلك العلاقة عاملاً حاسماً في تقييم العثمانيين "وها هي وقفات الجيش الكمالي بقيادة الغازي مصطفى كمال باشا في سقاربا وأسكي شهر، وأزمير، ومواقف عصمت باشا في مودانيه ولوزان شاهد عدل على صحة ما أقول"، ما يعني تداخل الموقف السياسي الرسمي للمؤلف في نقده للعثمانيين...
وهكذا تشتمل مذكرات السفير الأميركي "هنري مورغنتو" في الأستانة على وقائع حيّة عن الوضع العام في البلاد عشية الحرب العالمية الأولى (1914)، بما فيها سياسة البلدان الأوروبية وروسيا (القيصر)، وإقفال (الدرنيل) في مصر، وإلغاء الإمتيازات الأجنبية للمقيمين الأجانب في تركيا، ودخول تركيا الحرب... ووقائع أخرى ذات صلة.
هذا، وقد ألحق المؤلف الكتاب جزءاً من مذكرات طلعت باشا ووصفها بأنها "معلومات وثيقة عظيمة الشأن".
