النظام القانوني كائن حي يعكس ميول واتجاهات واحتياجات المجتمع ونزعاته للتنظيم لجهة حماية الحقوق الفردية والجماعية عبر قواعد التشريع في فروعه المختلفة، فمن الطبيعي أن تتأثر علاقاته وقواعد ومرتكزات التشريع فيه بما خلفته تكنولوجيا المعلومات او التقنية العالية وادوات العصر الرقمي من آثار وما انتجه من انماط جديدة للعلاقات القانونية، ومن الطبيعي أيضاً أن تتجه النظم القانونية المختلفة لمعالجة هذه الآثار عبر حركة تشريعية تعكس استجابة للجديد والمستجد في هذا الحقل.
وقد استجابت الدول العربية بقدر او بأخر مع متطلبات التواؤم مع العصر الرقمي في بعديه: الاول بعده الاقتصادى (التجارة والاستثمار والنشاط المالي والهيكليات الاقتصادية)، والثانى بعده التقنى (الاتصالات والحوسبة)، وهما بعدان متداخلان ومرتبطان.
وبحق كانت الدول العربية في الأكثر من استجاباتها مضطرة لا مختارة وكانت الاستجابات ترديداً لثقافة الاخرين القانونية ونماذجهم التشريعية في إطار اتجاه خطر لاستهلاك المعرفة كما هو شأن استهلاك المنتجات، وهذا بحد ذاته اخطر منزلق تقع فيه الأمة والدولة، فإذا كان استهلاك الماديات والمنتجات امرا اوجبه انتفاء القدرة علي التصنيع والانتاج او الهيمنة الكلية لاقتصاديات الدول المتقدمة وهو بذاته خطر علي مستقبل الأمة، فإن العجز عن انتاج المعرفة- التي تشمل في نطاقها الادوات التشريعية- اخطر بكثير إلي مدى يهدد وجود الأمة وتفويض فرص تطورها.
وهذا الكتاب عبارة عن موسوعة مصغرة لتشريعات المعاملات الالكترونية العربية زائداً قوانين مكافحة الجرائم المعلوماتية العربية، نضعها أمام القارئ العربي لكي يطلع عليها وتزداد معرفته الثقافية والقانونية بها، حيث يشتمل هذا الكتاب علي معظم التشريعات المعلوماتية العربية المعمول بها في الدول العربية.
