يهدف هذا الكتاب لبيان أسس التعامل الذي ينبغي مراعاته من الدعاة والحكام حتى لا يبغي أحد الطرفين على الآخر بهذه الحجة أو تلك ثم تكون نتيجة هذا البغي تحقيق أهداف أعداء الأمة بأيدي أبنائها، ولتحقيق هذا الهدف تم تقسيم متن هذا البحث إلى قسمين هذا إلى جانب مقدمة.
أما في المقدمة فتم التحدث عن أهمية الكتابة في هذا الموضوع. أما في القسم الأول فتم تحليل الأوضاع السياسية العامة للعالم الإسلامي بعد سقوط الدولة العثمانية التي هي آخر خلافة إسلامية بما كانت تمثله من قوة سياسية وعسكرية للأمة -على ما كانت عليه في أواخرها- تحليلاً إجمالياً بخطوط عريضة.
واشتمل القسم الثاني على تعليل شرعي لكيفية العلاقة التي يجب أن تكون بين الدعاة والحكام في العالم العربي والإسلامي تعليلاً شاملاً بأدلة صريحة.
يسعى فيه مؤلفه إلى بيان أسس التعامل التي ينبغي مراعاته بين الدعاة والحكام من خلال تحليل للأوضاع السياسية العامة للعالم الإسلامي بعد سقوط الدولة العثمانية، موضحاً بالمقياس الشرعي كيفية بناء هذه العلاقة وآفاقها ومحاذيرها.
