نقدم في هذا الكتاب تأريخاً لأهم المشروعات المائية (السدود - القنوات - الشبكات المائية في المدن...) المنشأة في سورية منذ أقدم العصور حتى بداية القرن العشرين بغية الكشف عن المعرفة الهندسية المائية في سورية وكيفية تطورها على يد مهندسينا العرب السوريين القدماء، والإبداعات التي أضافوها في هذا المجال مما يوضح مدى الإسهامات التي قدموها للحضارة الإنسانية جمعاء.
وقد اخترنا هذا الموضوع لأهميته التاريخية والمعاصرة، فهو يمس معاناة مرّت بها بلادنا منذ القدم ولا تزال تعانيها في وقتنا الحاضر، وهي شح المياه العذبة، والجهود التي بُذلت ولا تزال تُبذل لبناء منشآت خاصة لحفظ المياه العذبة وإعادة إستعمالها وقت الحاجة، مما أظهر إمكانيات المهندس السوري في التغلب على العوئق الطبيعية (الطبيعة الجيولوجية للأرض - تغير نظام جريان الأنهار - قلة الموارد المالية...)، وتنفيذ العمليات والمراحل الهندسية الواجب إتباعها في أثناء بناء مثل هذه المشروعات بدقة وإتقان، فكانت المياه تجري بسهولة ويسر في المدن السورية والأراضي الزراعية العطشى.
