إن غزو الشعوب النامية آت مع دخول الموجة الثالثة وعصر المعلوماتية. وهذا الغزو يتمثل بأفكار وتقنيات كثيرة ومتعددة، و(الأيزو) هو أحدها. وفي سبيل تحديد موقف الشعوب النامية من تلك الأفكار والتقنيات الوافدة لا بد من الأخذ بالآتي: 1-التعرف على تلك الأفكار والتقنيات وتحليلها واستخلاص تأثيراتها على مجتمعات تلك الشعوب، 2-مناقشة تلك التأثيرات على الشعوب النامية، والشعوب في طريق النمو والتغيرات التي ستنتج عنها، 3-اتخاذ موقف من تلك التغيرات، حيث يكون على شكل من الأشكال الآتية: تشجيع ودعم وتبني تطبيق تلك الأفكار؛ لأنها ستساعد تلك الشعوب على التطور والارتقاء، رفضها ومقاومتها لأنها ستضر بمصلحة الشعوب. ولكن لا بد من الاعتراف بأن الشعوب النامية لا تستطيع مقاومة الهجوم المنظم الذي تشنه المودة الثالثة المدعومة من قبل الشعوب المتطورة بكل أسلحتها الفكرية والاقتصادية والاجتماعية؛ لذا لا بد من موقف ثالث هو: تطوير فهم تلك العوامل الوافدة وفقاً للعوامل الحلية وتعديلها لجعلها تساعد على التعامل معها والتبادل بينها، أي جعلها داعمة جزئياً لمسيرة تلك الشعوب.
وليس الأيزو (المعايير الدولية) إلا واحداً من تلك التقنيات الوافدة التي إذا ما أحسن فهمها وتقن تطبيقها أصبحت أداة طيعة في أيدي الشعوب النامية، تتحصن بها وتدافع عن مصالحها مقابل الغزو الآتي لا محالة. ولهذا الهدف، ولتلك الغاية وضع المؤلف كتابه مرشداً فيه إلى طريق الأيزو ISO 9000 وتطبيقاته، ومبيناً المؤشرات التي هي على طريق المعيار 2000 - (ISO 9000) وذلك في سبيل فهم أمثل وتطبيق أفضل لتلك التقنية الوافدة.
