تهدف هذه الدراسة إلى تكوين تصور عام للمجتمع المعلوماتي وفهم للظاهرة المعلوماتية والوعي بها. فتحاول إلقاء نظرة عامة على التحول الكبير للمجتمع الإنساني في شتى بقاع الأرض إلى"مجتمع معلوماتي"، وتحيلي هذه الظاهرة الحديثة، وتبيان مغزاها وآثارها، بالاعتماد على توثيق الأرقام والمؤشرات الإحصائية.وتقدم الدراسة تعريفاً لتقنيات المعلومات وتطورها التاريخي، وتستعرض النمو السريع لتقنيات المعلومات والاتصالات وآثارها الاقتصادية، وتحرير محاورها الثلاثة وبزوغ ما يسمى بـ"المواطن الشيكي". وتعمل الدراسة على استشراف الشكل المستقبلي للمجتمع المعلوماتي والأجيال الجدية من تقنيات المعلومات، وآثار الثورة المعلوماتية الإيجابية في الصناعة والمكاتب والأعمال التجارية والأبحاث العلمية وفي المنازل والتعليم والصحة والخدمات العامة، ثم تعرج إلى اتجاه الدول المتقدمة الفنية مثل: الولايات المتحدة الأميركية وأوروبا واليابان للتحول المتسارع إلى المجتمع المعلوماتي. وكذلك تجربة ماليزيا كإحدى الدول النامية، وموقع الدول العربية إزاء هذا التحول الخطير.
ثم تناقش هذه الدراسة سلبيات الثورة المعلوماتية مثل:ضعف الأمن، وانتهاك الخصوصية، وقضية الهوة المعلوماتية بين الفقراء والأغنياء(سواء أكانوا دولاً أم أفراداً)، وهل هي في ازدياد أم في تناقص؟ وتقترح الدراسة استراتيجية لعلها تقلل من انهيار وتخلف المجتمعات التي تزداد الهوة المعلوماتية لديها والتي ستنال آثارها السلبية، ليس فقط هذه المجتمعات الأقل نمواً، بل أيضاً جميع من على وجه الأرض، مما يجعل التحول إلى مجتمع معلوماتي ضرورة ملحة. وقد كتبت هذه الدراسة باللغة العربية لبيان أهميتها كإطار للعلوم والتقنية وللمصطلحات المعلوماتية، وكمثال عملي للمحافظة على الهوية والخصوصية أمام العولمة، واستعملت أحدث الإحصاءات المتوفرة دولياً لتوثيق البيانات وللوصول إلى الحقائق ولزيادة الوعي بعصر المعلومات الرقمية.
