بين طيات هذا الكتاب دراسة نظرية أعدها الدكتور "عبد الحميد البعلي" حول "اقتصاديات الزكاة واعتبارات السياسة المالية والنقدية" وهدفها منها إلقاء الضوء على الجانب الاقتصادي في فريضة الزكاة من خلال أحكامها الشرعية وإلقاء الضوء أيضاً على دورها في بناء نظام اقتصادي سليم ودورها في المؤسسات المالية والبنوك الإسلامية ورسالة البنوك الإسلامية حيالها؛ ونظراً للطبيعة الخاصة لهذا البحث تناوله المؤلف في شكل مباحث تكمل وتوضح ما استقرت عليه أبحاث الزكاة وتأخذ في الاعتبار ما تمليه مستحدثات التطبيق الاقتصادي المعاصر حتى يمكن أن تؤدي دورها المنشود في السياسة المالية بما تعكسه من آثار وفعاليات في السياسة النقدية التي هي عصب السياسة الاقتصادية الرشيدة التي يتطلع إليها عالم اليوم بمتغيراته الحادة والمتعاقبة والكثيرة والتي أصبح العالم بسببها بحاجة ماسة إلى إقامة نظام اقتصادي دولي جديد صار الحديث عنه والعمل من أجله حثيثاً فلقد تضمنت ديباجة اتفاقية فينا لعقد بيع البضائع الدولي التي دخلت أحكامها حيز التنفيذ اعتباراً من أول يناير سنة 1988 فلقد جاء بها أن الدول الأطراف فيها تضع نصب أعينها الأهداف العامة للقرارات التي اتخذتها الجمعية العامة للأمم المتحدة في دورتها الاستثنائية السادسة بشأن إقامة نظام اقتصادي دولي جديد.
