يدور هذا الكتاب حول مفهوم الديمقراطية التي يأخذ المؤلف على رجال الدين أنهم لم يجدوا مرادفاً في التراث الإسلامي لهذا المفهوم. وهو يرى أن الإسلام قد قام عليها وبها منذ البداية، فالذين كانوا يبايعون الرسول صلى الله عليه وسلم لم تكن البيعة دينية فقط إنما قبول الرسول حكماً والإنضمام إلى جماعته وحمايته.
إذ إن المؤلف يعتبر البيعة بهذا الشكل هي الاختيار الحر، وشكله الحالي انتخاب رئيس الدولة أو القيادة. والديمقراطية في الإسلام هي (الجوامعية) نسبة إلى جوامع أي أن يكون مجلس الأمة هو جامع الأمة.
والكاتب يذهب إلى أن الديمقراطية كلمة تتردد هذه الأيام بصورة عشوائية ولكن لا أحد يتكلم عن معناها وجوهرها سوى أنها مرتبطة وقائمة كنصوص في الدساتير واللوائح القانونية المنظمة إدارياً وفنياً.
إن الحقيقة المرة أن التقدميين المسلمين لم ينظروا القرآن وسير الرسل الصالحين، وبناء نظرية واقعية حدثت فعلاً، وقامت على العدل والمساواة. وكان ينبغي أن تظل سلسلة الاشتراكية مترابطة ومتطورة. إن الدين الحق هو الاشتراكية الحقة. وهي مصدر يتجاهله حتى المنظرون للغو الباطل والاستعلاء الهش. لكن تبقى الحقيقة الواضحة وهو أن الدين الحق هو تراث الأميين المستضعفين. ولكن المشكلة أن أعداء الإنسانية يعملون كل جهدهم لعزل الدين عن الجماعية، وأنصار الإنسانية يقفون الموقف نفسه والخاسر: الإنسان الكادح.
