إن تفعيل دور الأوقاف أصبح مطلباً تتجه لتلبيته الجهود والدراسات والأبحاث، في محاولة للإستفادة من إمكاناته الواسعة، والتعرف على خصائصه، وإستعادة الدور الريادي الذي كان يؤديه الوقف في المجتمعات الإسلامية المختلفة عبر العصور.
ونظراً للإهتمام المتزايد بمؤسسات الوقف في العالم الإسلامي، وفي إطار تطوير هذه المؤسسات فإنه تطرح تساؤلات مختلفة حول إمكانية الإستفادة من التجربة الخيرية العربية في مجال الوقف، خاصة مع ما تتميز به هذه التجربة من تجديد نظري وعملي مستمر للأبعاد القانونية والإدارية والتنظيمية، وتسخير الدول الغربية للتطورات الهائلة في شتى المجالات لخدمة قطاع الأوقاف.
وإستجابة لتلك التساؤلات جاءت هذه الدراسة لتوضح الصيغ والأشكال الوقفية في الغرب، وخاصة المؤسسي منها، كذلك قامت الدراسة ببيان السياق التاريخي، والنظام القانوني الذي نشأ فيه العمل الخيري، والمؤسسات التابعة له، أيضاً فقد قامت هذه الدراسة بإختيار إحدى أكبر وأهم المؤسسات الخيرية الغربية (Foundations)، وهي مؤسسة (Wellcome Trust) كأنموذج ومنطلق يوضح ويبين عناصر القوة والتميز والإبداع في التجربة الخيرية الغربية، حيث تحتل هذه المؤسسة المرتبة الثالثة عالمياً من حيث الموجودات وحجم الإنفاق الخيري، هذا العطاء الخيري المتواصل تقدمه المؤسسة دون إنقطاع منذ وفاة الواقف (Henry Wellcome) عام (1936م) وحتى يومنا هذا، لإفادة المجتمع البريطاني خاصة والمجتمع الإنساني عامة.
تتكون هذه الدراسة من مقدمة وأربعة فصول وخاتمة، أما الفصل الأول فقد تناول الأشكال الوقفية في التجربة الغربية من حيث بيان المفهوم، الفصل الثاني جاء لبيان البيئة القانونية والتشريعات المتعلقة بالأمانات الوقفية الغربية، أما الفصل الثالث فقد خصص لدراسة حالة وقفية (Wellcome) وبيان خصائصها التاريخية والقانونية والإدارية والمالية، وفي الفصل الرابع والأخير قدم مجموعة من التصورات لأوجه إستفادة المؤسسات الوقفية الإسلامية من مجمل التجربة الخيرية الغربية، وخصوصاً تجربة وقفية (Wellcome) كأنموذج وعينة للمؤسسات الخيرية (Foundations).
