ليس هذا الكتاب تحليلاً تاريخياً للثوراتت الشعبية العربية أو الربيع العربي، وإنما هو معالجة لجوهر الإشكالية التي نواجه هذه الثورات واقتراح تصور بديل من أجل تحقيق هدفها النهائي، وهو الذي يتمثل في كيفية تحقيق التغيير الحقيقي والصحيح في طبيعة الدولة العربية المعاصرة بشكل يجعلها قادرة على تحقيق النهضة العربية والإنطلاق نحو مستقبل أفضل.
يقدم المؤلف في هذا الكتاب تحليلاً شاملاً لمفهوم الدولة من الزاويتين الغربية الحديثة والعربية المعاصرة ويعالج كافة القضايا الجوهرية التي تكفل ظهور الدولة العربية الحديثة بمعناها الصحيح. فيناقش الارتباط بين الدولة والنظرة العربية إلى العالم بما ينتج ما يسميه بالنظرة السياسية العربية، ويستعرض قضايا نظام الحكم والسيادة والشعب والحدود، من حيث ارتباطها بهذه النظرة. ثم يعالج، بناء على ذلك، قضايا هوية الدولة، وحدود الديمقراطية وارتباطها بالدين وبالميراث الحضاري والثقافي، ووحدة المنطقة العربية، وإشكاليات الأغلبية الصامتة وسيطرة الايديولوجيا على السياسة، وعلاقة التمايزات الدينية والعرقية بطبيعة الدولة.
وينتهي المؤلف إلى أن الشرط اللازم لقيام الدولة العربية الحديثة الحقيقية التي تتسم بالكفاءة والرضا المجتمعي والمنفتحة على محيطها العربي والمجتمع الدولي هو ضمان منظومة القيم المجتمعية، وهذه المنظومة تتكون من كل من القيم المجتمعية العربية الإسلاية والقيم الحداثية في الوقت ذاته. وهذا الشرط يضمن لنا الخروج من الاستقطاب الإسلامي الحداثي الذي تعاني منه مجتمعاتنا العربية المعاصرة، هذا الكتاب هو محاولة نحو فلسفة سياسية عربية معاصرة تتميز عن الفكر السياسي الإسلامي التقليدي المعتمد على مفهوم الشريعة وشخصية الحاكم وعن الفكر السياسي الغربي الحديث المعتمد على الأولوية المطلقة للحرية الفردية ولكنها في الوقت نفسه تصنع جسراً بينهما.
