يتركز موضوع هذا الكتاب في تأثير العوامل السياسية في عملية (الإصلاح الاقتصادي) في الجمهورية اليمنية. وترمز سياسة الإصلاح الاقتصادي عموماً إلى انفتاح الأسواق داخلياً وخارجياً، وإزالة القيود على نشاط القطاع الخاص المحلي والأجنبي، والتخفيف من ثقل الدولة في الحقل الاقتصادي والاجتماعي.
وقد أِشارت الدراسة المتضمنة في هذا الكتاب، التي تمثل، في الأصل، أطروحة لنيل درجة الدكتوراه في العلوم السياسية، إلى أن هناك عدداً من العوامل السياسية التي كان لها تأثير بالغ في سياسة (الإصلاح الاقتصادي) بالتطبيق على الجمهورية اليمنية خلال الفترة 1995-2005، وخاصة أدوار المؤسسات الرسمية من جهة أولى، والمؤسسات غير الرسمية، كالأحزاب وتجمعات القطاع الخاص والمنظمات المالية الدولية، من جهة ثانية.
وتخلص الدراسة إلى أن نجاح أية إصلاحات اقتصادية جديدة يتطلب توافر الإجماع الشعبي والرسمي على ضرورة الإصلاح الشامل بكافة أبعاده السياسية والاقتصادية والإدارية، والاجتماعية، في ظل منظومة تشريعية ودستورية ملائمة.
