هذا المؤلف يتضمن كتابين: الكتاب الأول، عرضناه فيه لمشكلات توزيع أراضى الإصلاح الزراعى المستولى عليها وما فى حكمها على صغار الفلاحين، من الناحيتين الموضوعية والإجرائية. وعدد هذه المشكلات إحدى عشرة مشكلة.
أما الكتاب الثانى، فقد تناولنا فيه الحد من تجزئة الأراضى الزراعية إلى أقل من خمسة أفدنة من الناحيتين الموضوعيه والإجرائية، وقد خصصنا لهذا الموضوع الكتاب الثانى ولم نلحقه بالكتاب الأول، لأن أحكام عدم تجزئة الأراضى الزراعية إلى أقل من خمسة أفدنة، عامة التطبيق فتسرى على الأراضى الموزعة على صغار الفلاحين، كما تسرى على باقى الأراضى الزراعية.
وقد حرصنا فى هذا المؤلف إلى جانب الشرح الفقهى المسهب على تدعيمه بالأحكام الصادرة من المحكمة الدستورية العليا ومحكمة النقض والمحكمة الإدارية العليا ومحاكم الاستئناف والمحاكم الأخرى، ابتدائية وجزئية.
