لم تتطرق التشريعات العربية إلى جرائم الحاسب الآلي إلا فيما ندر، ولعل السبب في ذلك أن ثورة الحاسب الآلي في البلدان العربية لم تتعدى العقد الواحد، وإن كان دخوله إليها قد بدأ قبل ذلك بفترة طويلة نسبيًا.
وعلى العكس من ذلك، فالبلدان الأوربية والغربية تعتمد على الحاسب الآلي منذ فترة من الزمان، ولذلك بدأت هذه البلدان في تنظيم تشريعاتها لمواجهة النمط الجديد من الجرائم والذي ظهر مصاحبًا لاستخدام الحاسب الآلي وهي تلك الجرائم المسماة بالجرائم المعلوماتية.
ومن الطبيعي أن يختلف الأمر في البلدان العربية والوطن العربي ويتأخر ظهور مثل هذه التشريعات التي هي في طريقها للظهور بالفعل، ولذلك يأتي هذا الكتاب محاولة لإلقاء الضوء على الجرائم المعلوماتية والمتعلقة بالتزوير المعلوماتي والذي يختلف عن جريمة التزوير التقليدي، ولعل هذا المؤلف بمثابة مساهمة متواضعة للمكتبة القانونية العربية.
وقد جاء مكونًا من قسمين يتضمن الأول ثلاثة فصول هي: المشكلات المتعلقة بالدليل ذاته، المشكلات المتعلقة بسلطات الاستدلال والتحقيق، الصعوبات المتعلقة بضخامة كم البيانات المعلوماتية، أما القسم الثاني فيتكون من فصلين هما: القواعد العامة للركن المادي في الجريمة، جريمة التزوير المعلوماتية.
