يتناول هذا الكتاب القوى السياسية والاجتماعية في سوريا وكيفية وطريقة تكوينها وتشكيلها، وانعكاسات وجود هذه القوى على السياسة الخارجية السورية، والمشكلات التي تعرضت لها سوريا، والأزمات الداخلية والخارجية، والمؤامرات المتعددة التي كادت تعصف باستقلالها، خاصة بعد زيادة حدة الصراع الأمريكي السوفييتي على المنطقة العربية، ومحاولات إسرائيل الصيد في الماء العكر، ووقوف مصر إلى جانب سوريا ومساندتها في الدفاع عن استقلالها، الأمر الذي مهّد لقيام الوحدة المصرية السويرة عام 1958م، والتي كانت بداية الأمل لقيام وحدة عربية شاملة.
وقد اعتمد الكتاب على العديد من الوثائق التي لم تُنشر والمحفوظة في الأرشيفين البريطاني والأمريكي، هذا بالإضافة إلى مجموعة من وثائق الجمعية العامة للأمم المتحدة، ووثائق جامعة الدول العربية،.. وغريها.
