إذا كان الفكر ينمو ويتطور ويترقّى مع نمو المجتمعات وتقدمها وتأخذ المجتمعات عن بعضها البعض، فإن إبداع المفكرين في كل مجتمع يقدم نتائجه وفق ظروفه الخاصة، وإذا كان الفكر السياسي (الذي يبحث في الأمر السياسي) ينمو ويتطور ويترقى وفق التجارب الخاصة للمجتمع وإبداع مفكريه، ومن خلال التراكمات المعرفية الهائلة والمتبادلة بين المجتمعات المختلفة؛ فإنه يظهر بشكل واضح للباحث السياسي، أن الفكر السياسي مر بمراحل متلاحقة من التغير والتبدل وفق ظروف المفكرين وظروف مجتمعاتهم.
من هنا، يمكن القول أن الظروف التي عاشتها شعوب الشرق الأدنى القديم ما بين بلاد ما بين النهرين ومصر القديمة قدمت للإنسانية بداية فجر التكوينات الحضارية وأولى التصورات الفكرية لوجود المجتمعات ولفهم "الأمر السياسي"، وهو ما كان موضوع كتابنا الأول "الفكر السياسي وأساطير الشرق الأدنى القديم".
