الحرب من أجل المياه لم يعد احتمالاً بسيطاً طالما أن تطور حاجات شعوب المنطقة تجعل نقطة الماء أكثر أهمية من قطرة النفط في تحديد واستقرار أمنها الغذائي وتزداد المشكلة تعقيداً إذا عرف بأن شعوب الأمة العربية على حافة أزمة لم يسبق لها مثيل إذ أن أكثر من 50% من سكان الشرق الأوسط وشمال إفريقيا تعتمد على مياه أنهار ل تنبع من أراضي الدول التي يعيشون فيها، لذلك تشكل المياه عنصراً هاماً من عناصر الصراع العربي الإسرائيلي.
لذلك تناول الكتاب النقاط التالية: الثروة المائية (الأنهار - والمياه الجوفية) والأمن المائي ومشاريعه المتعددة والقانون الدولي المنظم لقواعد توزيع المياه في الدول المتشاطئة، الاقتراحات لمواجهة الأطماع الإسرائيلية واتخاذ كافة الحلول الممكنة هذا بالإضافة إلى الحديث عن المشاريع التركية وأهدافها واتخاذ كافة الوسائل والتدابير للحفاظ على المياه وتدارك الأزمة منذ بدايتها وتشمل الدراسة ملحقاً بالجداول والخرائط مأخوذة من مراجع الكتاب، أزمة وضبط وتوزيع مياه النيل في ضوء وجهات نظر غير عربية (أثيوبية وأوروبية) وكما شملت الدراسة تقصيات وتقارير علمية حول مياه النيل وجاء أبرز هذه التقصيات في صورة مقال لصحيفة التايمز البريطانية 5 /11 / 1987م ، ورد وزير الأشغل المصري على هذا المقال.
