فكرة الازدواج الوظيفي إنما هى وليدة التطور الذي طرأ على شكل العلاقة بين السلطتين التشريعية والتنفيذية في كافة النظمة السياسية على نحو أدى إلى تعاظم الدور التشريعي للسلطة التنفيذية في تلك الأنظمة، بينما ترتبط فكرة الأزدواج العضوي بين السلطتين بالأنظمة البرلمانية على اعتبار أنها وليدة التقليد البرلماني القاضي بضرورة تأليف الوزارة من بين أعضاء الحزب الفائز في الانتخابات البرلمانية في تلك النظم.
وفي هذا البحث نتناول الجذور الفكرية لنشأة مبدأ الفصل بين السلطات سواء في العصر الاغريقي او في العص الحديث؛ ذلك المبدأ الذي تأسس على ضرورة توزيع وظائف الدولة الثلاث التشريعية والتنفيذية والقضائية على هيئات مستقلة مع ضرورة إقامة نوعمن علاقات التوازن والمساواة بين هذه الهيئات عند مباشرة وظائفها مع غعطاء كل هيئة من هذه الهيئات ممارية قدر من الرقابة تجاه الهيئات الأخرى للحيلولة دون الاستبداد.
وغني عن البيان أن مبدأ الفصل بين السلطات قد أنار الطريق لرجال الفكر السياسي لفترات طويلة؛ فهو يعتبر بمثابة مرحلة انتقالية بين الحكم المطلق المستبد وبين الحكم الديمقراطي المقيد.
