يبحث هذا الكتاب المخصص لشركات تأمين خدمات الهندسة المعلوماتية في المواضيع الأساسية الخاصة التي تواجهها هذه الشركات منذ بداية ظاهرة الاقتصاد الجديد. فيحدث الباب الأول عن العلاقة بين رب العمل والمستخدمين حيث يعرض الصعوبات الرئيسية في التوظيف والأجور وفي تحرير عقد العمل (بند عدم المنافسة، بند الإعارة، بند قابلية النقل) كما ويعرض هذا الباب للعلاقة بين أربابا العمل والعملاء: (إعارة اليد العاملة، تكيف الموظف الذي تم إعارته، المسؤولية عن فعل الغير).
ويتطرق الباب الثاني إلى مسؤولية شركات تأمين خدمات الهندسة المعلوماتية تجاه المستفيدين من تقديماتها: موجب تحقيق النتيجة: النظام المعروف بالاتفاقي، موجب الوسيلة: النظام المعروف بالإدارة المباشرة، العقود من الباطن والمسؤولية المدنية. ونظراً لأن الأجير في شركات تأمين خدمات الهندسة المعلوماتية بممارسته نشاطاً لصالح الغير يثير مشاكل دقيقة تتعلق بالاحتفاظ بالاختراعات التي ابتكرت خلال الإعارة فقد خصص الباب الثالث لبحث هذا الموضوع وبتوسع.
إن تطور ما تعارف على تسميته اليوم بالاقتصاد الجديد، كان خاطف السرعة لدرجة أنه تخطى حدود التوقعات المنطقية ولم يتفادى بعض الشوائب.
