يهدف هذا الكتاب إلى تعريف شامل ومركز بحقوق الإنسان، إبتداءً من جذور نشأتها والتطورات التي شهدتها هذه الحقوق الإنسانية عبر العصور والمجتمعات البشرية وإسهام الشرائع السماوية والأديان والحضارات في رفدها بالقيم والمُثُل مروراً بمختلف العصور الوسيطة والحديثة والمعاصرة متناولين المدارس والمذاهب السياسية والفكرية والثورات مع التركيز على الإعتراف بحقوق الإنسان في تاريخنا المعاصر.
حيث تناولنا الإعتراف الدولي بهذه الحقوق من قبل المنظمات الدولية، وفي مقدمتها الأمم المتحدة، ثم الإعتراف الإقليمي في مختلف بقاع العالم والذي تجسد بإصدار إتفاقيات ومواثيق إقليمية فضلاً عن إنضمام دول العالم لمواثيق وإتفاقيات حقوق الإنسان العالمية والإقليمية.
ثم درسنا ظهور المنظمات غير الحكومية المعنية بحقوق الإنسان والقانون الدولي الإنساني وأهداف تلك المنظمات ووسائل عملها ودورها في تطور إحترام وحماية حقوق الإنسان، وكرسنا الفصل الأول لما تقدم ذكره.
فمجرد وجود حقوق الإنسان في المواثيق والإعلانات الدولية والإقليمية وفي التشريعات الوطنية دون توفير حماية وإحترام حقيقيين لها يجعل منها محض نصوص نظرية وحبراً على ورق.
ولقد درسنا في هذا الفصل الضمانات العملية لحقوق الإنسان على الصعيد الوطني في الدساتير والتشريعات الوطنية متمثلة بالضمانات الدستورية والقضائية، ثم الضمانات السياسية إلى جانب الدور الذي تقوم به المنظمات الوطنية المعنية بحقوق الإنسان في الدفاع عن هذه الحقوق وحمايتها، أما على الصعيد الدولي فقد درسنا دور الأمم المتحدة وأجهزتها ووكالاتها المختصة في إحترام وحماية حقوق الإنسان وكذلك دور المنظمات الإقليمية في هذا الميدان.
واختتمنا هذا الفصل بدور المنظمات الحكومية، سواءً على المستوى العالمي أو على المستوى الإقليمي، في حماية وإحترام حقوق الإنسان.
