يعرض الكتاب جهود الدولة المصرية عبر التاريخ في تأمين نهر النيل وترويضه وتنميته كمورد رئيسي للحياة والحضارة المصرية، والمحاولات الدائمة لدول المنبع للحصول على حصص مائية من تدفق النهر بالرغم من هطول مئات المليارات المكعبة من الأمطار عليها وما لهذه الدول من أنهار أخرى تفقد مياهها إلى المحيطين الهندي والأطلسي، والمخططات الأثيوبية منذ القدم لإقامة السدود والتحكم في مياه النهر. ويتناول الكتاب تطور مراحل النزاع حول الحصص المائية بين دول المنبع من جهة مصر والسودان كدولتي مصب من جهة أخرى، بدءًا من إعلان مصر عن بناء السد العالي في الخمسينات من القرن الماضي، ومرورًا بمشروع مبادرة حوض النيل والتي تم أثناءها ومن خلالها بناء العديد من السدود في دول الحوض، وتمرير مخطط السدود الأثيوبية ومشروع الربط الكهربائي بين أثيوبيا من هذه السدود وكل من السودان ومصر، ثم اتفاقية عنتيبي.
ويقدم الكتاب تفاصيل بنود اتفاقية عنتيبي في مقارنة تفصيلية مع اتفاقية الأمم المتحدة للأنهار المشتركة لعام 1997، وتقييمًا لأهم مسالب هذه الاتفاقية. ويسرد الكتاب وقائع المفاوضات مع دول حوض النيل بدءًا من نهاية التسعينات من القرن الماضي وحتى قيام معظم دول المنبع بالتوقيع المنفرد على اتفاقية عنتيبي عام 2010.
وينتقل الكتاب إلى مخطط السدود الأثيوبي وتاريخه وأهدافه الاستراتيجية وتأثيراته السلبية العديدة على مصر وبما يمثل خطرًا على الأمن القومي المصري.
ويفرد الكتاب بابين كاملين لسد النهضة الأثيوبي ومواصفاته الفنية وآثاره السلبية على مصر، واستخلاصات للنتائج الرئيسية للجنة الثلاثية الدولية، والمسار التفاوضي للدولة المصرية منذ قيام ثورة يناير وحتى الآن، والحاجة الضرورية إلى تطوير هذا المسار ليكون سياسيًا بدلًا من المسار الفني الحالي.
وينتهي الكتاب برؤية شخصية لأهم محاور التحرك المصري مع أثيوبيا والسودان والقوى والمنظمات الدولية لمحاولة الوصول إلى حل لهذه الأزمة الشائكة.
