تناول هذا الكتاب مشكلة منطقة الموصل التي ظهرت بوادرها بعد هزيمة الدولة العثمانيّة فب الحرب العالميّة الأولى واحتلال بريطانيا للمنطقة، وتحدث المؤلّف عن العراق الحديث الذي وقع تحت الانتداب البريطاني، وعرض للاتفاقيّات والمعاهدات الدوليّة التي وقعت بعد تلك الحرب، وتأسيس الحكومة العراقيّة الحديثة بقيادة الملك فيصل، وبحث في مؤتمر لوزان ومعاهدة الصلح التي تم التوقع عليها من الأطراف المتنازعة في هذا المؤتمر، وإحالة مشكلة الموصل إلى عصبة الأمم، وتداولات العصبة لهذه القضيّة، كما تحدّث عن لجان التحقيق التي جابت المنطقة وقدمت تقارير بشأن مشكلة الموصل، وبحث بدقة وتفصيل الأحوال الديمغرافيّة والاقتصاديّة والاجتماعيّة والثقافيّة والصحيّة التي سادت المنطقة، كما تحدث عن تجاذبات السياسية التي جرت حول ضمها إلى تركيا أو اعتبارها عراقيّة، وقد استغرق البحث في هذه المسألة طويلاً، وجرت مباحثات عسيرة بين المحتلين الإنجليز المنتدبين لإدارة العراق وبين الأتراك المهزومين في حربهم مع بريطانيا وحلفائها وأورد المؤلف التسوية النهائيّة لها، وتنازل تركيا عن الموصل للعراق بعد توقيع المعاهدات بين الأطراف المعنيّة لحلّها، كما بحث في النواحي القانونيّة والسياسيّة لها، وعرض مناقشات البرلمان العراقي والصحافة العراقيّة والتركيّة والبريطانيّة والفرنسيّة والأمريكيّة لقضيّة الموصل، وكانت الأطماع في ثروات المنطقة هي السبب الرئيسي في إثارة هذه القضيّة، لاسيّما النفط الذي اعتبره المؤلّف العامل الأساسي الحاسم في مشكلة الموصل.
