في عام 1958، صدرت مجموعة من التعليمات العامة للنيابات (القسم القضائى)، مشتملة على القواعد المنظمة للعمل في النيابة من نواحى شتى، وظلت أمدا عونا لأعضاء النيابة على أداء رسالتهم الجليلة فى حماية الشرعية، وإعلاء كلمة الحق والقانون.
وقد مضى على تلك المجموعة اثنان وعشرون عاماً، صدرت خلالها تشريعات عديدة تسن جديداً، أو تعدل فيما هو قائم، وتنشئ أوضاعا، كان السبيل لإرشاد أعضاء النيابة إلى ما يتبع في شأنها هو إصدار الكتب الدورية، وإذا تزايد عددها، أضحى لزاما جمع متفرقها، وتنسيقها، وإضافة ما استحدث إليها، فكانت هذه المجموعة الجديدة من التعليمات، نضعها تحت يد أعضاء النيابة لتكون سنداً لهم في تفهم القواعد القانونية على الوجه الصحيح، وهاديا في عملهم وما يتصل به، وفيما يتخذونه من إجراءات التحقيق والتصرف في الدعوى الجنائية.
وإنا إذا ندعو أعضاء النيابة العامة إلى مراعاة هذه التعليمات العامة والعمل بمقتضاها، لعلى يقين من أنهم سوف يضطلعون برسالتهم الجليلة على أكمل وجه، وسوف يحملون أمانتها في حرص واقتدار، يسلمها جيل منهم إلى جيل.
