بعد مأزق استمر لسنوات تمّ أثناءها تبادل الاتهامات المضادة في مفاوضات السلام الإسرائيلية-الفلسطينية، حملت مذكرة شرم الشيخ التي صدرت في 11 أيلول/سبتمبر 1999 معها أملاً جديداّ يتلخص في أن هذين الشعبين يمكن أن ينهيا أخيراً النزاع الذي دار لمدة مائة عام على الأرض والموارد التي يدّعي كل منها أحقيته بها. وسوف يمثل السلام بالنسبة إلى الإسرائيليين خطوة مهمة باتجاه التحرر من الخوف على الأمن القومي والشخصي، ولكنه يمثل شيئاً أهم من ذلك بالنسبة إلى الفلسطينيين لأنه يهيئ لهم فرصة أن يطوروا سياسياً واقتصادياً دولة خاصة بهم. وقد منح أيهود باراك، رئيس وزراء إسرائيل القادم من حزب العمل، وياسر عرفات، رئيس السلطة الفلسطينية، نفسيهما مدة عام واحد ينتهي في 13 أيلول/سبتمبر 2000 للتفاوض على اتفاقي نهائية. وعلى الرغم من أن المياه لم تذكر بصورة محددة في اتفاقية شرم الشيخ، فإن تحديد حصة كل من الطرفين والاستفادة من مصادر المياه المشتركة ستكون من أهم موضوعات التفاوض، بالإضافة إلى الحدود ووضع القدس… ولم تنل قضية المياه القدر ذاته من الاهتمام الذي حظيت به هذه القضايا الأخرى في الإعلام العالمي، ولكن لن يتم التوصل إلى اتفاقية سلام دائم ما لم يتفق الطرفان على الاستفادة بالتساوي من مصادر المياه الشحيحة التي يملكانها. لقد كانت اتفاقيات المياه واحداً من أهم عناصر اتفاقية طابا المؤقتة (أوسلو 2) التي وقعتها إسرائيل والسلطة الفلسطينية في أيلول/سبتمبر 1995. وبينما يتعذر وصف تنفيذ هذه الاتفاقيات بالنجاح الذي لا تشوبه شائبة، فإن عملية التنفيذ ما تزال مستمرة. ويعتبر إنشاء المؤسسات المشتركة من الأمور التي تتسم بالأهمية الكبرى، فقد كان إيذاناّ بالانتقال إلى مرحلة جديدة في العلاقات الإسرائيلية-الفلسطينية، ولم يعد الطرفان أحدهما محتلاً وآخر تحت الاحتلال، بل أصبحا الآن طرفين يعملان معاً لتنفيذ سياسة متفق عليها. وترمي هذه الدراسة التي بين أيدينا إلى البحث في اتفاقيات المياه التي تضمنتها اتفاقية أوسلو 2 وتقييم تنفيذها.
